Açores com candidatura aprovada ao projecto ISLE-PACT

As ilhas açorianas encontram-se entre as 12 regiões insulares que vão participar no projecto europeu ISLE-PACT. O projecto abrange também as ilhas ocidentais da Escócia, a ilha sueca de Gotland, a ilha da Madeira, as ilhas Canárias, as Baleares, as ilhas gregas de Aegean e de Creta, a ilha maltesa Sassari, a Ilha de Chipre e a ilha Dinamarquesa de Sams.
Entre os objectivos do projecto, com um orçamento global de 3,7 milhões de euros, está a contribuição para o alcance das metas europeias no que concerne à sustentabilidade energética e ao combate das alterações climáticas, através de um ambicioso compromisso de redução das emissões de CO2 e de melhoria da eficiência energética em 20 por cento, ou mais, até 2020.
A contribuição para a protecção dos ecossistemas insulares e o aumento da sua independência ao nível do abastecimento de energia e de água, bem como a propiciação do desenvolvimento económico local, da criação de emprego e da reversão do declínio da população local, são outras das metas.
Arena à frente da candidatura
A entidade açoriana responsável pela candidatura da região ao projecto ISLE-PACT foi a Arena - Agência Regional da Energia e Ambiente da Região Autónoma dos Açores, que contou com o apoio da Secretaria Regional do Ambiente e do Mar, através da Direcção Regional da Energia e da sub-Secretaria dos Assuntos Europeus e Cooperação Externa.
A candidatura agora aceite terá como resultado a divulgação à União Europeia de projectos na área das energias renováveis, projectos esses que serão os que os Açores irão implementar no Green Island.
O Green Island é um projecto na área das energias renováveis que resulta da
vontade do Governo Regional da Região Autónoma dos Açores em alcançar 75 por cento de produção de energia eléctrica de origem limpa e de um esforço científico conjunto entre o MIT (Massachusetts Institute of Technology), as Universidades do Continente que integram o MIT Portugal e a Universidade dos Açores para chegarem a um plano energético para o arquipélago.

Ponta Delgada mayor visits BCC

Berta Cabral, mayor of Ponta Delgada in the Azores, visited Bristol Community College Thursday, where she met with college and community leaders who have helped form a partnership between the islands and the college.Fall River, Cabral said, is the most important city outside the islands for Azoreans, and BCC is the college where most Azorean immigrants attend school. BCC is home to LusoCentro, where Portuguese documents are kept and programs held, including a course that teaches interpretation skills to help students find jobs in hospitals or courthouses as interpreters. BCC President Jack Sbrega, who was one of 50 area delegates and college leaders to visit the Azores last year, said Fall River and Ponta Delgada — sister cities — are “contiguous psychologically.” Cabral was invited to the area by Fernando Garcia to celebrate the annual Feast of the Holy Ghost this weekend. Garcia, a businessman and Portuguese community leader, was presented with the Distinguished Citizen Award in May at BCC’s graduation ceremony. Garcia thanked Cabral for her “unconditional support.”While in the city Thursday, Cabral also toured the new cancer treatment center at Charlton Memorial Hospital.A class of eight BCC art students spent two weeks in the Azores in June to use the islands’ architecture, culture, food and landscape for inspiration for art they will create for a gallery this winter. Instructor Erik Durant, who went with the group, said one student has been working on a series of portraits of Azoreans he photographed. Another student is working on a graphic novel and one is creating a huge sculpture of a Portuguese Man-of-War. BCC and the University of the Azores signed an agreement in May 2008 to start a cultural and educational exchange program that includes student and faculty exchanges, mutual planning for study-abroad programs, shared research and teaching among faculty, and cooperation on educational, economic and environmental initiatives.The University of Massachusetts Dartmouth, which has a Portuguese-American archives center and a Center for Portuguese Studies and Culture, signed a similar exchange program with the University of the Azores.

Ponta Delgada mayor, delegation visit New Bedford

Though many of its people have immigrated here, the Azores and its culture still loom large in the hearts and minds of people in SouthCoast, said the mayor of the islands' capital city.
"We are always at Ponta Delgada looking out for the Azoreans living here. They are an important part of our culture," said Berta Cabral, the mayor of Ponta Delgada on the island of Sao Miguel.
Cabral and a delegation from Ponta Delgada arrived in New Bedford on Friday as part of a weeklong visit to SouthCoast. Cabral was invited to be an honored guest of the annual Great Feast of the Holy Ghost of New England this weekend.
On Thursday, Cabral and her delegation visited Bristol Community College and Charlton Memorial Hospital in Fall River.
On Friday, Cabral met with New Bedford Mayor Scott W. Lang and other local officials during a reception at City Hall. The delegation was also scheduled to visit the Casa de Saudade Library, whaling museum and UMass Dartmouth.
The mayors discussed the cultural bonds between the Whaling City and its Azorean counterpart. They shared their cities' experiences with economic development, health care, education and renewable energy projects.
Cabral told Lang about the strengths of Ponta Delgada's fishing, tourism and agriculture. Lang, in turn, showed Cabral two small, solar-power strips produced by Konarka, which operates out of the old Polaroid plant in New Bedford.
Cabral said she usually visits the region once a year to meet with the leaders of the Azorean community.
"We are always in contact with this community," said Cabral, who explained the reasons for her interest in maintaining contact with Azoreans and their descendants in SouthCoast.
"It's very important for children to come home and see the land of their fathers," Cabral said. "That's the tourism that we want."
Cabral invited Lang to visit the Azores. Lang said he expects a delegation from New Bedford to visit the islands soon for the purposes of cultivating stronger educational and cultural ties.
About 50 local delegates and college officials visited the Azores last year. UMass Dartmouth, which has a Portuguese-American archives center and a Center for Portuguese Studies and Culture, and BCC have cultural exchange programs with the University of the Azores in Ponta Delgada.
The University of the Azores and the Massachusetts Institute of Technology are also collaborating on renewable energy projects.
Fernando Garcia, a Fall River businessman who is helping to escort the delegation, touted the Azoreans' emerging technologies in the renewable energies field.
"We're still the same people that discovered half of the world," Garcia said.

FLAD promove nova edição do Curso "Liderança para o século XXI"

A Fundação Luso-Americana (FLAD) e o Governo Regional dos Açores, em colaboração com a Harvard Kennedy School (HKS), trazem novamente a Portugal curso «Liderança para o Século XXI».
Trata-se de um programa intensivo desenvolvido pela HKS para executivos dos sectores público e privado e de instituições sem fins lucrativos que pretendam aprofundar o conhecimento dos aspectos pessoais da liderança, reforçando a sua capacidade de liderar. O curso procura ir além das soluções técnicas relacionadas com a liderança, ajudando o aluno na análise das suas capacidades e desafios individuais.
A nova edição do curso decorre de 26 a 30 de Outubro, em São Miguel, e caracteriza-se pelo ambiente exigente mas estimulante, requerendo uma participação activa e empenhada, em grupo e a nível individual.
A Fundação Luso-Americana, ao proporcionar a vinda a Portugal de académicos da HKS, procura reforçar a formação de quadros superiores portugueses e contribuir para a capacidade de liderança nas instituições nacionais.
O período para entrega de candidaturas decorre até 11 de Setembro.

Americanos querem estudar alterações climáticas nos Açores

O Departamento de Energia dos Estados Unidos admite a hipótese de criar nos Açores um centro de estudo das alterações climáticas.

Contactos nesse sentido já foram estabelecidos com a Universidade de Massachussets, adiantou a vice-cônsul dos Estados Unidos, Jeanette Rebert à RTP/Açores.

A ideia de criar este centro é vista com bons olhos pelo Centro de Clima e Metereologia da Universidade dos Açores.

Brito de Azevedo entende que esse projecto pode ser um ponto de encontro entre cientistas americanos e europeus.

Seminário sobre Extensão Rural em Ponta Delgada e Angra do Heroísmo

Numa organização da Universidade dos Açores, com o patrocínio dos Doutores Sandra e Donald McCreight, decorreu, nos próximos dias 15 e 16 de Junho em Ponta Delgada, e decorrerá a 17 e 18 de Junho em Angra do Heroísmo, um Seminário sobre Extensão Rural, destinado a profissionais da área da Agricultura, que terá como oradores o Doutor Alan Bair e a Doutora Lisa Holden, professores da Universidade Estatal da Pensilvânia (EUA) e especialistas naquela área.Ambos os seminários contarão com uma sessão de abertura, presidida pelo Magnífico Reitor da Universidade dos Açores, às 10h00 dos dias 15 e 17 de Junho, no Anfiteatro B do campus de Ponta Delgada e no Anfiteatro do Complexo Pedagógico do campus Angra do Heroísmo, respectivamente.Os eventos estarão abertos a todos os interessados.

Portugal é país de Ciência e Tecnologia modernas

Portugal é o país convidado de honra da quinta edição do «Salão Europeu de I&D» (Salon Européen de la Recherche & de l’Innovation – SERI), que decorrerá a partir de amanhã (e até sábado) na Porte de Versaille, em Paris, às 10h, com a presença do ministro da Ciência, Tecnologia e Ensino Superior, José Mariano Gago. O certame, patente ao longo de três dias, no pavilhão cinco, abre com um importante debate subordinado ao tema «Investigação e Desenvolvimento perante o desafio da recuperação económica», que reúne responsáveis políticos, investigadores e empresários. Na qualidade de país convidado de honra, Portugal apresenta-se neste evento com duas conferências e um stand institucional de cariz inovador, que disponibiliza informação sobre a evolução da I&D. Em exibição permanente vão estar dois vídeos, um divulgando dados estatísticos relativos à evolução da Ciência e Tecnologia nacional, e um outro em que se apresentam alguns casos de inovação empresarial, em diversos sectores.
No programa de conferências destaca-se a participação dos investigadores portugueses Maria do Carmo Fonseca, do Instituto de Medicina Molecular (IMM) e Alexandre Quintanilha, ex-presidente do Instituto de Biologia Molecular e Celular (IBMC), que falarão em Paris sobre a I&D nacional na área das Ciências da Vida e da Saúde. A sessão, intitulada «Research on Life and Health Sciences in Portugal: Highlights», será pelas 12h30. Uma segunda palestra, sobre o futuro das Tecnologias e das Ciências do Mar, será proferida pelos cientistas portugueses António Pascoal, do Instituto de Sistemas e Robótica (ISR) e Pedro Afonso, da Universidade dos Açores – «Marine Science and Technology: A Vision of the Future» decorre na sexta-feira, pelas 14h.

Portugal foi o país da Europa em que a despesa em I&D mais cresceu recentemente, passando esta a representar globalmente, e pela primeira vez, mais de 1,2 por cento do PIB nacional, igualando ou superando os níveis já atingidos por Espanha, Irlanda ou Itália. O aumento da despesa em I&D reflecte também a prioridade política ao desenvolvimento científico e tecnológico, tendo sido acompanhado por um rápido reforço do número de investigadores na população activa, hoje próximo da média europeia, tendo passado de 3,8 por cento, em 2005, para cinco por cento, em 2007, ou seja um investigador por cada 200 trabalhadores.
O número de investigadores em Portugal duplicou em dez anos, e conta 44 por cento de mulheres e é hoje um dos raros países desenvolvidos em que o número de pessoas de ambos os sexos a trabalhar em investigação científica é quase equivalente. A prioridade dada ao rápido desenvolvimento científico e tecnológico do País tem sido ainda acompanhada por uma forte mobilização da comunidade científica, com resultados visíveis a nível internacional. Também nos últimos anos se regista um forte aumento dos doutoramentos realizados e reconhecidos por Universidades portuguesas, cerca de 1500 novos doutoramentos por ano, dos quais cerca de metade nas áreas de ciência e tecnologia. O desenvolvimento científico e tecnológico de Portugal foi ainda acompanhado por uma profunda reforma do ensino superior. Foi ainda acompanhada por um processo de crescente internacionalização das instituições académicas, particularmente estimulado através de alianças estratégicas do País com instituições de grande relevância internacional (MIT, Harvard, CMU, Austin, nos EUA, Fraunhofer na Alemanha, entre outras).

Apoiar a capacidade e a vocação empreendedora

Este é o objectivo do protocolo assinado entre a Universidade dos Açores e a Associação de Mulheres Empresárias dos Açores.
Foi assinado esta semana, um protocolo entre a Universidade dos Açores e a Associação de Mulheres Empresárias dos Açores (MEA). O objectivo do protocolo é estimular e apoiar a capacidade e a vocação empreendedora. O protocolo foi assinado no salão nobre da Reitoria da Universidade dos Açores. De acordo com o documento, nos dois próximos anos, o intuito será estabelecer princípios de cooperação mútua das duas entidades, com o objectivo de identificar, apoiar e desenvolver projectos de criação de micro-empresas, empresas e auto-emprego, particularmente no mercado empresarial feminino.

Carlos César exorta as comunidades emigrantes a investirem na educação

O presidente do Governo dos Açores disse hoje ser "absolutamente fundamental que a nossa comunidade veja a educação como o mais importante investimento que pode fazer no futuro". Carlos César falava no decorrer de uma visita ao Rhode Island College - em cuja população estudantil se contam muitos descendentes de emigrantes açorianos - e acrescentou que a educação não apenas ajuda a encontrar empregos mais bem remunerados e a alcançar melhores carreiras profissionais, como, igualmente, protege as pessoas e as suas famílias em tempo de crise, tornando mais fácil enfrentar a instabilidade e o desemprego.
Valorizando o papel que, nesse sentido, tem também desempenhado o Institute for Portuguese and Lusophone World Studies - contribuindo para a promoção e preservação das tradições culturais açorianas - sublinhou, no entanto, que os valores culturais são dinâmicos e não devem constituir-se como obstáculo à integração.

Para Carlos César, o Governo Regional tem um claro entendimento da importância de modernizar as relações dos Açores com as comunidades emigrantes e deseja ser um parceiro activo das jovens gerações de açor-americanos na sua aproximação aos valores culturais dos seus antepassados, incluindo a língua e as tradições, e ajudando-as na descoberta das suas raízes.
Realçando que os Açores de hoje são muito diferentes do que os Açores dos antepassados dos jovens a quem se dirigia, o presidente do Governo traçou o quadro da actualidade económica e social de uma região plenamente integrada num mundo globalizado e afirmou ser importante que eles possam aperceber-se disso pessoalmente, estreitando ainda mais os laços que unem o estado onde vivem à terra de origem dos seus ancestrais.
Considerou, por isso, que, sendo decisiva a mobilidade dos jovens, o incremento de cursos de verão quem tem sido feito com a Universidade dos Açores pode ser levado ainda mais longe, a ponto de consagrar um curso que sirva os interesses e as necessidades de açorianos e açor-americanos.
Entretanto, desejou "aos alunos que brevemente visitarão os Açores, participando no Curso de Verão, o maior proveito em termos formativos e também pessoais da experiência que vão ter, e que se constituam, sempre que puderem, em embaixadores da nossa Região, da nossa cultura e das nossas ambições."

BCC board names 2009 distinguished citizen and professors emeriti

Bristol Community College's Board of Trustees will award its highest honor, the Distinguished Citizen, to Fall River resident Fernando Garcia during the 42nd Commencement Exercises, scheduled for May 30.
Garcia is the president and owner of Fall River Ford. He has continuously helped to bridge the gap between BCC and the Portuguese and Azorean communities. A strong supporter of the LusoCentro, the College's center for culture and language studies, he was instrumental in ensuring that BCC participated in the 2007 trade mission to the Azores led by Congressman Barney Frank. The discussions on that mission led to agreements with the University of the Azores and the Public Library of the Azores, benefiting students and faculty in the exchange of culture, language, sciences, and heathcare. A highly visible community activist, Garcia has dedicated his time to the Fall River Chamber of Commerce, Charlton Memorial Hospital, and the Portuguese Community (Prince Henry Society).
Also at Commencement, two retired faculty members will be named Professor Emeritus — David Warr, as Professor Emeritus of biology and chemistry, and Alan Powers, Professor Emeritus of English. Both were credited by colleagues as professors that believed in the abilities of their students, setting high expectations and helping students to achieve the success of meeting them.

Aprovados financiamentos comunitários de cinco milhões para parceiros açorianos em projectos de cooperação com as regiões da Macaronésia

O órgão de gestão do Programa de Cooperação Transnacional (PCT) MAC 2007-2013, que substitui no actual Quadro Comunitário de Apoio o anterior Programa INTERREG III B, 2000-2006, aprovou quadro dezenas de projectos num investimento total de cerca de cinco milhões de euros, que corresponde a uma comparticipação, pelo fundo comunitário FEDER, de 4,1 milhões de euros.
Os projectos foram aprovados no âmbito do II Comité de Gestão PCT MAC, 2007-2013, que se reuniu no Funchal com a participação do director regional do Planeamento e Fundos Estruturais, Rui Amann.
Nos comités celebrados do âmbito do INTERREG III B - MAC, os Açores destacaram-se por terem sido a Região com maior taxa de execução neste programa, assim como, por apresentarem no âmbito do actual PCT MAC, "um número elevado de propostas, que superou todas expectativas dos restantes parceiros", sublinhou Rui Amann.
As candidaturas agora aprovadas englobam as áreas de investigação, desenvolvimento tecnológico, inovação e sociedade de informação, domínios do ambiente e da prevenção de riscos, entre outras.
Segundo o director regional do Planeamento e Fundos Estruturais, as propostas dos Açores neste programa de cooperação transnacional, envolvem diversos sectores da sociedade açoriana, nomeadamente, departamentos governamentais, autarquias locais, associações empresariais, a Universidade dos Açores, entre outros, o que, "demonstra a dinâmica da Região e o bom aproveitamento dos fundos comunitários disponíveis".
Além da análise da execução e aprovação de projectos, o II Comité de Gestão do PCT MAC, 2007-2013, decidiu iniciar o processo de lançamento para a apresentação de projectos de cooperação com o Senegal, Mauritânia e Cabo-Verde.
Uma nova área de intervenção querepresenta "novas oportunidades de colaboração com Cabo-Verde que terá nos Açores um parceiro privilegiado", referiu Rui Amann.

MIT reuniu com a Universidade dos Açores sob o signo da eficiência energética sustentável

Decorreu ma reunião, entre o MIT e a Universidade dos Açores, visando a entrada da universidade no grupo de trabalho do MIT e no projecto Green islands. Um projecto apontado à sustentabilidade dos sistemas energéticos. A Universidade açoriana entra num grupo, o MIT Portugal, que integra já diversas universidades como a de Lisboa, Porto e Coimbra.O ponto de partido é um modelo do Massachussets Institute Technology sobre gestão sustentada dos recursos energéticos. Um plano onde os Açores podem ter uma palavra a dizer, quer pela sua experiência na geotermia, quer pelas condições excepcionais que oferecem como laboratório, assumiu Cabral Vieira, o Director Regional da Energia…“Os Açores são uma escala de teste reduzida, sistemas fechados, pequenos, ideais para testes e estudos, com resultados que podem depois ser transpostos para os sistemas abertos, típicos dos territórios continentais.” A energia perspectivada de forma integrada, dos vários sistemas de produção de energias, tradicionais e renováveis, passando por factores como a sua eficiência e sustentabilidade, até aos consumidores, às comunidades e aos seus quadros comportamentais enquanto utilizadores de energia. Este o quadro geral, em análise a partir de agora, explicou Nuno Ferreira Domingos, o coordenador na Direcção Regional de Energia, do projecto Green Islands.“A partir de agora, no quadro do protocolo celebrado entre a Universidade dos Açores e o MIT, protocolo patrocinado pelo governo dos Açores, diversos investigadores, locais, nacionais e de outros países, vão analisar os sistemas de produção de energia da região, visando a sua integração no modelo proposto pelo MIT, visando optimizar a sua eficiência.” A Universidade açoriana entra num grupo, o MIT Portugal, que integra já diversas universidades como a de Lisboa, Porto e Coimbra.

Mobile Facility Begins Marine Cloud Study in the Azores

Located next to the airport on Graciosa Island, the ARM Mobile Facility’s comprehensive and sophisticated instrument suite will obtain atmospheric measurements from the marine boundary layer.

Today marks the beginning of a 20-month field campaign on Graciosa Island in the Azores to study the seasonal life cycle of marine clouds and how they modulate the global climate system. Sponsored by the U.S. Department of Energy’s Atmospheric Radiation Measurement Climate Research Facility, researchers are using the ARM Mobile Facility (AMF) to obtain data for the study called Clouds, Aerosol, and Precipitation in the Marine Boundary Layer.
Boundary-layer marine clouds are found over open oceans and in coastal environments around the world, and they play a major role in the global climate system. For accurate predictions of future climate, scientists need a better understanding of the dynamic elements that control the life cycle of these cloud types. However, detailed observations from remote locations like Graciosa Island are few and far between.
A new long-term record of clouds and the processes controlling them will, in the short term, allow scientists to test the skill of existing climate models. Ultimately, the information will lead to model improvement that will increase confidence in climate change predictions.
Located in the middle of the Atlantic Ocean, the Azores typically experience relatively clean atmospheric conditions with passing episodes of polluted airmasses from nearby continents. The placement and duration of the AMF deployment on Graciosa is ideal for capturing a wide range of conditions.
In preparation for the campaign, the AMF team worked for more than a year with colleagues at the University of the Azores, marked by a signing ceremony for scientific collaboration in late March. This coordination smoothed the way for site preparation and the arrival of the AMF equipment in mid-March, followed soon thereafter by the AMF installation and training team in April.
As with each AMF deployment, the installation team sets up the operations shelters and connects all the instruments and data systems. The AMF team also hires and trains several local assistants to help with day-to-day maintenance and monitoring of the instruments, including launching weather balloons twice a day. This not only builds goodwill, but helps expose the science to the community.
With installation and training complete, routine operations are turned over to the permanent onsite technician and local assistants for the duration of the campaign.

MIT and Government of Portugal Strengthen Joint Research Agenda in Light of Global Economic Crisis

The Massachusetts Institute of Technology and the Portuguese Ministry of Science, Technology and Higher Education today announced plans to strengthen the joint research agenda they initiated with the launching of the MIT-Portugal Program in 2006. The revisited strategy aims at a longer-term collaboration focused on three main areas: sustainable urban/regional systems; stem-cell research for regenerative medicine; and materials and design-inspired products.

The MIT-Portugal Program is a major initiative undertaken by the Portuguese government to strengthen the country’s knowledge base at an international level through a strategic investment in people, knowledge and ideas.
Emerging global challenges, including those resulting from the current international economic crisis, create new opportunities for the MIT-Portugal Program. These challenges call for new solutions requiring a systems-thinking perspective. The new solutions reflected in the revisited strategy will be diverse, but they will share four main features: they will be designed for complexity, uncertainty, and emergence following ‘engineering systems’ principles, in order to significantly expand research and education in engineering systems across many of Portugal’s top national universities, in close collaboration with MIT.

A High-Level Meeting at MIT

The revisited strategy was confirmed during a meeting at MIT today between José Mariano Gago, the Portuguese Minister of Science, Technology and Higher Education, Manuel Heitor, Portugal's Secretary of State for Science, Technology and Higher Education, MIT Chancellor Phillip Clay, and Professor Subra Suresh, MIT’s Dean of Engineering, as well as at a meeting of MIT-Portugal’s Program Governing Committee. It is based on thorough discussions undertaken in recent months among Portuguese and MIT faculty, in close consultation with industry in Portugal and the Program’s External Review Committee.
Minister Gago, emphasizing the importance of the collaboration, said “the MIT-Portugal Program will bring new blood and will provide new challenges to the very fast and impressive growth of Portuguese Science and Technology.”
According to MIT’s Dean Suresh, “MIT-Portugal has not only made great strides in creating education and research programs of great value to Portugal and MIT, but also has developed substantive plans to expand upon those successes in the coming years. Its work is even more significant now, given the global economic downturn.”
“The MIT-Portugal Program is MIT’s largest program in Europe,” said Chancellor Clay. “We are gratified by the results during the first two years. Seven new innovative graduate programs have been developed, joint research has been initiated, Portuguese faculty and students are working at MIT, and new university–industry relationships have been fostered in Portugal. We will now build upon this success with the revisited strategy, which targets the most promising areas of research.
Secretary Heitor also supported the revisited strategy for MIT-Portugal. “It will promote new engineering research in Europe. It considers the development of new knowledge based on scientific research in three clusters of methods and models fostering systems thinking: Design and implementation; Uncertainty and Dynamics; and Networks and Flows. And it includes applications to core systems issues for urban metabolism, energy and transportation systems, supply chain, manufacturing, cell engineering and the health system, and is based on advanced coupling and development of modelling tools.”

Building on Successes to Date

After a successful first two-and-half years, MIT-Portugal has established research consortia among leading Portuguese engineering schools, related research laboratories, and groups at MIT. Among the key strategic goals going forward:
Adopting a holistic view on planning and modeling energy systems should increase by 100% the penetration of renewable energies in electricity production in the near term, and reduce by 50% the fossil fuels dependence and the greenhouse gases emission for this purpose. These goals are being demonstrated in the ‘Green Islands’ project in Azores Islands, which is intended to demonstrate high penetration levels of renewable energies, making use of smart energy networks, adequate transportation systems, improved energy efficiency schemes in buildings, active demand side management technologies, as well active management of electric vehicle grid integration.
Improving the fundamental knowledge of stem cell features and potential uses, toward the delineation of effective clinical-grade technologies for the controlled expansion and/or differentiation of adult stem cell populations. (For example, innovative cellular therapies tested at the Instituto Português de Oncologia (IPO) Francisco Gentil in Lisbon since October 2007 have brought about a clear improvement in the quality of life and life extension of patients.)
Providing new expertise and research capacity to support the Portuguese strategy to lead innovative niche markets for mobility industries in the coming five years, with an emphasis on electric vehicles for urban environments, as well to facilitate the usage of new polymeric and structural materials in niche markets typical of low-carbon city cars.
The program will strengthen research and education collaboration in several focus areas of strategic significance to both MIT and Portugal:
Sustainable energy systems: Emphasis will be given to their integration in energy networks, as well as in energy economics and industrial ecology. An international energy company, SGC Energy, is joining this effort as an industrial affiliate, and will help to foster new research in bio-energy.
Transportation systems: The overarching focus will continue to be on the design of complex large-scale transportation systems that will have major societal impact and provide opportunities for sustainable economic development throughout Portugal. The emphasis is on high-speed rail systems and the implementation of Intelligent Transportation Systems (ITS).
Bio-Engineering Systems: With advanced study and doctoral programs in place that are aimed at educating a new generation of leaders in bio-engineering technical innovation, this area will consider the growing international relevance of stem cell research and enhance its efforts in such areas as innovative cell therapy, tissue engineering for regenerative medicine, and advanced medical devices. The goal is to bring about new business opportunities related to the promotion of well-being in an aging population.
Engineering Design and Advanced Manufacturing (EDAM): MIT-Portugal will focus on the adoption of multidimensional and systems approaches to develop environmentally friendly products and optimal operational efficiencies that reinstate working margins and provide financial sustainability to the automotive industry, with an emphasis on niche markets for low-carbon city cars and related systems.

Erasmus değişim programı devam ediyor

Fırat Üniversitesi Fen-Edebiyat Fakültesi Batı Dilleri ve Edebiyatları bölümü Erasmus programı kapsamında, Polonya’nın Çeslohova Üniversitesi’nden ilk misafirini ağırladı.
Polonya’nın Çeslohova Üniversitesi İngiliz Dili ve Edebiyatı bölümü öğretim elemanı Richard Hanson, Fırat Üniversitesi Batı Dilleri ve Edebiyatları bölümü’nde bir hafta süreyle ders vermiş, değişik etkinliklere katılarak Fırat Üniversitesi Batı Dilleri ve Edebiyatları bölümü öğretim üyeleri ve öğrencileriyle verimli ve faydalı çalışmalarda bulunmuştur.
Richard Hanson, Fırat Üniversitesi’nden çok güzel anılarla ayrılacağını belirterek, Fırat Üniversitesi’nin Polonya’da tanıtımının yapılmasında elinden gelen bütün gayreti göstereceğini belirtti.

U.S. and Portugal Sign Agreement for Climate Research Collaboration

WASHINGTON, DC – The United States signed an agreement with Portugal today to launch the installation of a portable climate observatory on Graciosa Island in the Azores.
The mobile observatory will obtain measurements of cloud and aerosol properties from the island’s marine environment for 20 months, beginning in May. The measurements are expected to greatly enhance scientific understanding of the microscopic processes that occur in low-level marine clouds, and will be used to test and improve climate models.
The portable observatory, or Atmospheric Radiation Measurement (ARM) Mobile Facility, is part of U.S. Department of Energy (DOE) ARM Climate Research Facility, a collection of climate data collection instruments located strategically at various locations around the globe and supported by DOE’s Office of Science.

David Ballard, deputy chief of mission for the U.S. Embassy in Lisbon, and Carlos Cesar, president of the regional government authority for the Azores, signed the agreement in a ceremony today at the Presidential Palace in Ponta Delgada, the Azores.
Low-level or boundary-layer marine clouds are found in coastal environments around the world, and they play a major role in the global climate system. However, computer model simulations have repeatedly shown differing reactions by low-level clouds to increasing sea surface temperature, seasonal cycles, greenhouse gases and aerosol properties. For accurate predictions of future climate, scientists need a better understanding of the dynamic elements that control the lifecycle of these cloud types.
“The scientific community needs more comprehensive data about these cloud types for computer models to continue to improve simulations of future climate,” said Anna Palmisano, associate director for DOE’s Office of Biological and Environmental Research. “The mobile facility’s sophisticated instruments, combined with the length of the deployment, provide an unparalleled opportunity to help fill this gap.”
The agreement formalizes scientific collaboration between DOE and the University of the Azores, starting with the upcoming study called the Clouds, Aerosol and Precipitation in the Marine Boundary Layer. Led by Robert Wood from the University of Washington, the science team includes additional researchers from the United States, Chile and the United Kingdom.
“This study will result in the first climatology of the high resolution vertical structure of cloud and precipitation properties of low clouds at a remote subtropical marine site,” said Wood. “This will be a highly significant contribution to the international climate research community,” he added.
Graciosa Island is one of many small islands in the Azores, a Portuguese archipelago located about 3,900 km from the east coast of North America and about 1500 km west of Lisbon. Because the Azores typically experience relatively clean atmospheric conditions with passing episodes of polluted airmasses from nearby continents, the location on Graciosa is ideal for capturing a wide range of conditions.
The mobile facility was developed to obtain continuous atmospheric measurements from under-sampled climate regimes. Its international deployments thus far include Germany, Africa and most recently, China. The ARM Climate Research Facility also operates permanent observational sites in Alaska, Oklahoma and the tropical western Pacific region around northern Australia.
All data collected by the mobile facility are freely available.
DOE’s Office of Science created the ARM Program in 1989 within the Office of Biological and Environmental Research to investigate scientific uncertainties about the interactions of clouds and energy in the atmosphere, with the goal of improving climate models. The infrastructure and data archive established through the ARM Program were designated a scientific user facility, the ARM Climate Research Facility, in 2003. Graciosa integra rede mundial de estações de monitorização climática

O secretário regional da Ciência, Tecnologia e Equipamentos assinou hoje, em Ponta Delgada, um protocolo para a colocação de uma estação meteorológica na Graciosa, no âmbito do Acordo de Cooperação e Defesa entre Portugal e os Estados Unidos da América. O contrato subscrito por José Contente visa a instalação, pelo Departamento de Energia dos Estados Unidos, de uma infra-estrutura móvel de Investigação para Mediação da Radiação Atmosférica e Mudanças Climáticas.Preparado para acolher e interpretar todos os dados da área da climatologia, o equipamento vai garantir uma importante contribuição para a comunidade de investigação internacional e para a pesquisa em mudanças climáticas, afirmou o governante, adiantando que, por essa via, a Graciosa passa a integrar a rede mundial de locais móveis de monitorização, uma das cinco a nível mundial. Segundo o secretário regional da Ciência, Tecnologia e Equipamentos, a estação vem, também, reforçar os conhecimentos práticos do Instituto de Meteorologia, da Universidade dos Açores (UAç) e permitir “que os Açores usufruam dos conhecimentos mais avançados que há nesta área, que por exemplo, são importantes para a Protecção Civil”, sublinhou José Contente.Este projecto de cooperação bilateral, através da Embaixada americana em Lisboa, constitui uma alavanca no desígnio de modernidade em que o Governo Regional está apostado, no âmbito da tecnologia e da sociedade da informação, comunicação e inovação, considerou. Segundo José Contente, a estação da Graciosa contribuirá para a melhoria dos modelos climáticos globais através do desenvolvimento e teste de representações melhoradas de processos de radiação e de formação de nuvens. A sua localização privilegiada ao aeródromo da ilha, escolhida por ser a mais plana do arquipélago, oferece uma oportunidade única para o estudo do sistema estratiforme de nuvens de baixa altitude sobre os oceanos subtropicais, que são pobremente representados nos modelos climáticos e causam grandes incertezas nas previsões de alterações climáticas, explicou.Com a assinatura do acordo para a instalação do equipamento cumpre-se mais uma etapa na concretização do cluster científico e tecnológico na Região Autónoma dos Açores, sendo que “não basta falar apenas da Sociedade de Informação e do Conhecimento, das vantagens das tecnologias e da modernidade, é preciso avançar com projectos concretos que assinalam e materializam esta nova fundamentação teórica e que servem, efectivamente os Açores”, nomeadamente em matéria de Ciência e emprego qualificado na Região, referiu.Para José Contente, através deste projecto os Açores avançam no sentido de aceitar outros desafios que a Região quer ganhar “com parceiros credíveis, fortes” e que ajudem a lançar um novo quadro de referência que tenha em conta a cultura científica e tecnológica.
